Constitution without division

I strongly agree with Dr. Neville Fernando about the need for an approach to constitution making that is not inherently divisive. (Point of View- The Island 6/10/00).

In this day and age, it seems most uncivilised and a sign of ignorance to constantlykeep harping on race and ethnicity.

The politicians have used the ideas of race for their own ends and we have fallen into the trap.

I believe we must promote a Sri Lankan identity which is inclusive of all races who live in the country and being Sinhala, Tamil etc are incidental. However I cant agree with some of the proposals in Dr Fernando’s Draft constitution. There is no need for a leader of the minority groups. This would be a reminder of the ethnic issue and delay what we are trying to achieve i.e a Sri Lankan concept. The rights of minorities should be written into the constitution. If any member of a minority is discriminated against, he or she should be able to obtain redress through the legal system.

I also do not think we need "chief ministers of areas". Enough damage has been done by the Provincial Council System with chief ministers. If we are trying to draft a new constitution without division, we do not want regions on ethnic or other basis which would be divisive.

Not only every citizen but every region or area has equal status.
