Clearing of pavement in Borella

This is in response to an article which appeared in "The Island" on April, 12, 2001, under the above caption.

While accepting the fact that three-wheelers have become a popular mode of travel in the City of Colombo, they have become a nuisance not only to pedestrians but also to motorists. If the three-wheelers are to serve a useful purpose their numbers should be controlled.

A good example is that in the City of London, taxis are licenced according to the availability of parking spaces. Likewise, the three-wheelers should be licenced on this basis to avoid being an obstruction to pedestrians and an impediment to motorists.
