| SB on Kodituwakkus interpretation... Reference to "CBKs action confirms UNP stand on economy - Kodituwakku" appearing in the late city edition of The Island on June 15, Deputy Minister of Finance and Planning and Minister of Samurdhi, Rural Development, Parliamentary Affairs and Up-Country Development S. B. Dissanayake said that UNP MP and spokesman Karunasena Kodituwakku has shown his immaturity and poor knowledge about the latest management techniques by his interpretation of the presidential directive. The following is the full text of statement issued by Mr. Dissanayake yesterday: According to Mr. Kodituwakkus understanding about the progress review which is done by Chandrika Kumaratunga is not correctly interpreted and wrongly explained due to his poor knowledge of the new strategic management techniques which is considered as one of the latest tools in the managerial world. President Chandrika Kumaratungas decision to personally review the progress of all ministries is a part of the Vision 21 action plan, which was presented two years earlier. According to the latest Strategic Management Principles every country has to think like a separate entity or under the principle of "Sri Lanka Inc.". As a result every country should have a strategic plan including the following: Vision, mission, goals, objectives, strategies, projects and programmes. After doing a SWOT analysis, to overcome the weaknesses and to face with the global and local challenges (threats) any country should scientifically develop this plan and implement as well as the review the outcome and take the corrective actions. In short we call it Plan, Do, Check process. As a result President Chandrika Kumaratunga is very much keen to know the results of the plans implemented by all the ministries as the CEO of the country. If anyone interprets this process as a part of the inefficiency it shows only his immaturity and poor knowledge about the latest management techniques. Therefore we strongly disagree with the interpretation of Mr. Kodituwakku and would recommend him, to read a latest journal, articles or text books on Strategic Planning and Management. |
