21st Century Award for Achievement

A recipient of the "Illuminated Diploma of Honour" awarded by the International Biographical Association, Cambridge, England, in the new millennium is Mr. Herbert W. Tillekeratne. Presently he is a director of the Dehiwela YMCA. His citation is human resource development, for which he has been dedicated and outstanding. He is invited to attend the 29th International Congress on Arts and Communication in Vancouver. British Columbia, Canada, during July 2002.

He has had a three tier progress. After having served in various responsible positions in the field of education he last served as Senior Consultant in the Tertiary and Vocational Education Commission. Alongside his career as an educationist, he served in numerous honorary positions such as Secretary and Vice president of the SLTCTSU which brought professional advancement and other benefits to the rank and file.

In the YMCA field, he was involved for a considerable length of time as professional and chairman of the leadership and membership extension committee of the national council, now renamed Human Resource Development Committee. Training being his forte, his expertise extended to the training of professional secretaries and lay leaders for specific tasks.

He has made his contribution to human resource development at programmes in countries such as India, Hongkong, Thailand, China and USA. He is a past student of the University of Kelaniya and St. Aloysius College, Galle.
