The only supply route to feed and reinforce the army units there would be by sea and air. But the use of air routes would not be possible as the Tigers have acquired anti-aircraft missiles. The use of the Navy has dangerous implications because the Sea Tigers have fighting craft fixed with missiles which capability the Sri Lanka Navy does not possess. Therefore if the HSZ are dismantled ,when the war breaks out all those soldiers would either be killed or forced to surrender.

How this attempted capitulation was averted due to the heroic efforts of Gen: Sarath Fonseka is known to you all.The govt which was obviously peeved at the sudden turn of events, decided to humiliate our force commanders by inviting a foreigner to give his opinion on this issue, which is a pure and simple local military issue which should be left to the wisdom of our generals to resolve. You are aware of what was recommended by Gen: Satish Nambiar and that he completely and uneqivocally held with the views expressed by Gen: Fonseka. In his concluding remarks he said "This visit further reinforced my earlier perception of the Sri Lanka Army as a highly proffessional,battle hardened force that the people and govt of Sri Lanka can be proud of".Regarding the recommendation made by Ranil to review the size and content of HSZ in order to to provide impetus to the peace process Nambiar said "It would appear that any review of the scope and content will only come about if the LTTE deposits its weapons to neutral supervision and initiates measures to withdraw from frontline positions into normal areas." SO THE GRAND DESIGN OF THE TRAITORS TO SACRIFICE THE ARMED FORCES AT THE ALTER OF TERRORISM WAS THWARTED. Further, as you know, the need for recruitment training ,modernizing of our forces have been deliberately neglected in order to shift the military balance in favour of the Tigers.

Simultaniously everything possible has been done to strengthen and beef up the terrorist army. On no less than 12 occasions the terrorists have brought shiploads of weapons to replenish their armories, they have been permitted to kidnap children en mass and send them to training camps, they have been permitted to enter schools in govt controlled areas to do propaganda work and recruit school children and passing out parades of such terrorist cadres have been permitted to be held in govt controlled areas in school grounds where public servents like the govt agent officiated as chief guest, hoisting the eelam flag and singing the eelam national anthem. (according to moribund, senile Bradmen Weerakoon, this should cause no alarm because in the past too we have had regional flags). This stupid statement indicates how commited these traitors are for the dismemberment of our country) According to the UNICEF there remains 730 reported cases of child recruitment yet to be resolved. This obviously is only the tip of the iceberg as no one dares to report against the tigers in that fascist regime. Carol Bellamy of the UNICEF, who visited Sri Lanka recently, expressed concern but it would end there because our government too turns a blind eye although this is a clear case of the violation of the conditions of the MOU. The Norwegian peace monitors also act in cahoots with the Tigers and therefore turn a Nelsonian eye. The President recently made a public statement that after the cease-fire, the Tigers have increased their cadres by 10,000. She makes such statements to hoodwink the Sinhala modayas and get their votes. At the recently held independence day celebrations she got the three service commanders and the Tiger IGP to salute a woman police constable at the rehearsals. How gullible can these imposters be: An appeal was made to Chandrika recently to de-link the north and the east so that the traditional homeland theory of the terrorists can be debunked with one stroke of the pen ,but she would not do it obviously because she is also for a federal state as she publicly proclaimed over Swarnawahini recently. Chandrika has right along been engaging in a shameless game of skullduggery to deceive the Sinhalese and at the same time placate the Tigers. She has always claimed the kudos for initiating the peace process with Norwegian mediation, expressed satisfaction about the progress achieved and only raised a whimper of protest about the thousands of MOU violations committed by the terrorists and the sell out of the country. That was to please the terrorists. Her design to run with the hare and hunt with the hound was amply demonstrated when at the last Independence celebrations she congratulated the PM and his team for positive results achieved. She also took the unprecedented step to remember the terrorists who sacrificed their lives fighting for Eelam when she said "I also wish to remember on this occasion ,the tens of thousands of children and youth who were sacrificed on the alter of misplaced ideals". She also apologised for state terror when she said "I also hope that that the violence and terror caused by years of humiliation and injustice..." It was an implicit admission that the Tigers were fighting for a just cause. Now there is no doubt that Chandrika too has opted to agree to grant Eelam in the form of a confederal state or disguised in any other form to hoodwink the Sinhalese. She too is vying for the Tamil votes as much as Ranil is and She does not want to be the loser in this race. We must remember that she offered the terrorists more than Ranil in the past viz the North for ten years without elections, union of regions and the aborted federal constitution of 2001. It is very clear that both the leaders desire to give part of the country to ensure their political survival and to secure the balance two third fo their progeny to rule in the future. One does not want to allow the other to deliver the coup de grace and reap the benefit and the dividends, in the form of Tamil votes.

The terrorist have on the contrary acted right along with unremitting resolve to achieve Eelam. For instance Prabhakaran in his annual Heroes Day speech on November 27, 2002 said "The objective of our struggle is Tamil homeland , Tamil nationality and Tamil right to self determination. We have been insisting on these fundamentals from Thimpu to Thailand". Therefore the euphoria that GL wants the Sinhalese to wallow in, imagining that the Tigers have given up thir Eelam objective is unadulterated deception and a fraud. It must be remembered that at Oslo when Richard Armitage asked Balasinghham to make a declaration renouncing terrorism,the latter openly and defiantly stated that they are not terrorists but only freedom fighters. The tigers also refused to disarm or decommission their weapons until they have a political solution fullfillng the aspirations of the Tamils and further that their suicide cadres will not be disbanded as they are a necessary bargaining chip at the negotiating table to obtain their demands. So we Sinhalayas have been told in crystal clear terms that the team of jokers representing the govt are talking with a gun pointing at their head. No wonder that Karuna said that the govt team did not have any concrete thinking and had to telephone Ranil every ten minutes to obtain instructions. Therefore yet another revelation emerging from this peace process is that our leaders are only trying to buy life insurance for themselves and their kith and kin and it is not a genuine effort made to bring in peace for the benefit of our people.

In the fore-going paragraphs I have made an effort to place before you the developments that have occured since the MOU was signed which have in no uncertain terms fatally compromised our nationaal security and fighting capacity of the defence forces and at the same time strengthening the Tigers militarily .

Not only have the Tigers gained militarily, but also they have made vast strides economically socially and politically.

As you are aware, the LTTE have been allowed unlimited access to govt controlled areas under the provisions of the MOU. All political groups excepting the LTTE were disarmed including the arch enemy of the LTTE namely the EPDP. We must remember with gratitude that it was only the EPDP who helped our armed forces by giving them valuable intelligence and fighting along-side with them. The government let them down in a detestable act of crass ingratitude and permitted them to be nearly decimated. This act of folly ensured that no Tamil group would help the Army in the future. The LTTE opened so-called political offices all over which actually operated as clandestine LTTE police stations, court houses and as agencies which collects vital intelligence against our forces, which will be used to our detriment in their fight for Eelam. All informants who helped the armed forces in the past have been kidnapped and killed and it is a disgrace to the Sinhalese that we watched with complete resignation and indifference when our Tamil friends were being massacred. Will they ever dare to defy the LTTE again? Positively not. These developments have helped the LTTE to bring the Tamils more firmly under the grip of their fascist and oppressive rule. The govt has completely abdicated it`s responsibility to safeguard the human rights of the Tamils thus forcing them into the deadly embrace of the tiger more and more decisively. Children have been kidnapped in their numbers to augment the strength of the terrorist army and the govt and the Norwegian monitors who always acted in cahoots with the Tigers turned a Nelsonian eye to all the anguished pleas of the parents of these children. According to the UNICEFF there are 730 reported cases of child recruitment yet to be resolved. This is only the tip of the iceberg since the vast majority of cases are never reported to the authorities due to fear of reprisals from the LTTE. UNICEFF Executive Director Carol Belamy, who visited the country recently, expressed concern over these abductions and recruitment but these pious declarations of concern are treated with disdain by the terrorists. Remember Olara Otunu's admonitions to the tigers on the same subject couple of years ago? Tigers did not care two hoots for them. The result? Koffe Annan is himself coming to Wanni to see our ANNA in his domain. This is the hypocrisy practised by the international community with the blessings of the Sinhalese traitors. To cap it all the SLMM too has reported that child abductions and drafting goes on unabated. The govt refuses to see when it is obvious that the tigers are getting ready fo their final assault to annihilate the Sinhalese race. One must not overlook the fact that the Tigers were facing a manpower crisis before the signing of the MOU but since then they have been able to overcome this as they were able to conscript from govt controlled areas as well.

The Tigers have established police stations and court houses in govt areas as well although the govt strenuously denied it.When the public outcry against this became too acrimonious the IGP "raided" one court house but took into custody only the innocent watcher. No wonder Ranil said that a Tamil IGP was necessary for the success of the peace process. All these actions of omission and commission on the part of the traitors have helped the terrorists to metamorphose as the sole socio-political force among the Tamils and decisively dominate their destiny.This process has been further facilitated by the gift of radio equipment to the Tigers because their propaganda can now reach the entire Tamil population in the country. The govt is manifestly helping the terrorists to become the sole representative of the Tamils hoping that they will deliver the entire Tamil vote en block to the UNP in future elections.

I need not outline here the effective action taken by Ranil to help the Tigers to acquire international recognition. It is indeed sad that several years of indefatigable efforts made by our people to get the LTTE proscribed by the international community, have been reversed irrevocably by these traitors in such a short time. To add insult to injury, doners are fun-ding the LTTE direct for rehabilitation, res-ettlement and reconstruction of the NE, with the gleeful app-roval of the government, sending a str-ong and unmistakable signal to the international community that the NE is a separate country and it is governed by the Tigers.

How did the tigers gain economically thro-ugh the peace process? They were in dire straits economically as $4 billion of their assets had been frozen in foreign countries and collection of contributions had been proscribed. The MOU opened vast opportunities for the LTTE not only to extort money from the Tamils but also from the Muslims not only from the areas under their control but also from those living in govt areas. All complaints made to the government and the monitors fell on deaf ears. The Tigers have established their own revenue collecting structures,customs and banks. The taxes levied on the A9 highway alone brings them a whooping 10 million rup-ees a day. They have tax collectors even in the Colombo city. The DIG Colombo is aware of this but like all Sinhalese servile government servants, no action is taken ostensibly for the reason that the ban on the terrorists has now been lifted. The irresistible inference that can be drawn is that the lifting of the ban has authorized the terrorists to engage in any unla-wful activity against the citizens of this country.

As I type this script, my wife tells me that the radio news has announced that a Tiger boat carrying arms and ammunition in the eastern coast has been intercepted by the Navy and when the SLMM monitors boarded the ship for inspection the Tigers blew themselves up along with the ship. The monitors, I am told sa-ved their lives by jumping into the sea,which is what they should have done long ago without coming here to pave the way for the Sinhalese to jump into the sea. This attempt to smuggle armaments coincides with the peace talks in Germany and I am sure that our traitors would say that this is a minor irritant which should not interfere with the negotiations.

I should draw your attention to a similar incident on a previous occasion when the tigers kidnapped the monitors when they boarded a ship carrying weapons, to inspect it. 

To come back to the subject of the boosting of the Tiger economy it has to be said with responsibility that all Tamils in the country are paying taxes to the Tgers and in addition many Sinhalese are in the same predicament in the Ampara

,Trincomalee and Mannar districts. .All trade and commerce in the north and east are being tightly controlled by them including all public transport’Even the Colombo stock market is besieged and the Tigers

are investing in many companies and would be dominating our economy including the wholesale market in Colombo. Ranil has given the Tgers the chance to launder the ill-gotten stupendous resources in Sri Lanka itself.Even the fish trade in the Mannar district which was in the hands of the Sinhalese has come under the tight control of the Tigers.

The foregoing narration attempted to present to you a brief account of what the UNP traitors have done to this Sinhalese nation.Now let us examine what the PA headed by Chandrika had been doing whilst all this betrayl was being perpetrated.Chandrika`s claim has always been that it was she who initiated the peace process and invited the Norwegians to come as mediators.Her position is exemplified by the speech she delivered at the independence day celebrations.She congratulated the PM and his team for the positive results achieved in the peace proces.Is this not a clear endorsement of all the betrayal that had been enacted in the name of peace by Ranil and his cohorts? To rub salt into the wounds of the Sinhalese she paid a glowing tribute to the Tigers who

had been engaged in a war of genocide against the Sinhalese.She asid "I wish to remember on this occasion the tens of thousands of children and youths who were sacrificed on the alter of misplaced ideals"Her press spokesman Amunugama who went to Europe to study the federal constitutons returned and said that such a franework would suit our country as well.As you all know federal constitutions are brougt in only to bring together already seperate entities and the advocacy of such a system by the UNP and the PA is an explicit admission that there are alredy two nations in this country.I have already referred to the implications arising out of the MOU in this regard in the context of govt controlled and LTTE contrlled areas.

The current position regarding the peace process.

The peace talks were initiated for the purpose of finding a political solution to the so-called ethnic problem.But although an year has elapsed since then,no attempt has yet been made to address this core issue.Instead only peripheral issues like reconstruction,rehabilitation,resettlement ,normalisation,

,demilitarization; have been discussed.Even the question of disarming the terrorist organisation which is of paramount importance for any peace to dawn on the island has not been taken up. This issue seems irrelevant now . in view of the statement made by Balasingham that they will retain their full military capacity as it is necessary to protect their people and their nation.Ranil has not given any time frame to arrive at a final political solution and is only interested in maintainig the cease fire at any cost despite the thousands of instances where the tigers have violated it with absolute impunity.Suffice is it to say that the ultimate aim of the Sinhalese traitors is to give sufficient time to the terrorists to entrench themselves in the areas they claim to be their nation so that the grateful Tigers will give the Tamil votes to the UNP and thereafter convince the Sinhalese modayas that Eelam is a fait accompli which cannot be reversed.Even the current rounds of talks in Berlin would discuss only the question of human rights and when a pledge is given by the Tigers tht they will respect human rights, that will give them credibility to win international recognition.One must remember that respect for human rights is one criteria that the UN insists from nation states and the second would be democratic elections. It has already been announced that local govt elections for the Nort -east would be held in June. The LTTE has always been vehemently averse to the holding of such elections in their "homeland " as in the past they would have been roundly defeated ,but now the situation has changed in their favour due to the supreme hegemony they have acquired politically,socially and economically after the MOU was signed.Any elections held will be under these circumstances ,under their Fascist gaze and under their military and police rule. The elections would be an absolute fraud and the Tiger representatives would win resoundingly thus bestowing on them political legitimacy they never dreamt of. Therefore they would acquire the second criterion necessary for recognition as a separate state. Thus it is obvious tht the Sinhalese traitors have in consonance with their pact with the Tigers ,presented the latter with all the facilities required to qualify for the status of a separate nation.

The challenge before the Sihala Urumaya and its obligation towards the Sinhala Nation.

The SU is not a pure and simple politcal party established to capture power for self-aggrandizement.The vast majority of our members fervently believe that we have emerged to discharge a historical obligation viz: to safeguard our nation,race,and culture which dominated this land like a colossus for two and a half centuries. We are presently in the throes of the most virulent catastrophe of cataclysmic proportion encountered by this nation in its checkered history. In the past on many occasions our independence,territorial integrity,our honour and our servival have been threatened by Cholas,Pandiians,and western colonial powers,but we were able to overcome them and retain our .identity as an independent nation.But the present challange has a completely different character,since it has emerged from within the ranks of the so-called Sinhalese themselves backed by powerful foreign powers,NGOs ,religious organizations,and multi-national companies. To fight against all such odds is a bewildering task but the Sinhalese can be equal to the task ,only if we can forge unity amongst ourselves.Therefore the first obligation of the leaders should be to to work in this direction.It is true that the faction that left the SU cannot be won back since they now treat the SU as their implacable enemy.Attempts made at reconciliation failed. One important individual in this context would be Rev: Gangodawila Soma, who has a large following among the Sinhalese and efforts must made to woo him to this noble cause. Other Sinhalese factions have no significant following and can be ignored if they are not willing to come into the fold.The Sinhlese who are national minded especially expatriates should immidiately bring pressure to bear on the SU leadership to whole-heartedly work to achieve this task immediately, as time is of essence at this juncture. I am a newcomer in the SU and do not have sufficient clout to steer the leadership towards this goal.Rev: Soma, it appears, has an intention of contesting the Presidency and my humble openion is that the SU must officially and dedicatedly support him, provided his party does not contest the general elections and provided that he reciprocates by supporting the SU at the general elections. This would boost our chances of winning several seats in the parliament and permit us to work more effectively for the nation and for the values that we uphold and cherish. We must forget our egoistic aspirations and petty jealousies and strengthen the SU on which future generations can build a lasting Sinhala political force.Therefore please urge the SU leadership to wake up and do this urgent task and I would suggest that a strong delegation of Sinhalese living abriad visit Sri Lanka immediately and meet Rev: Soma and the SU leaders

We must remember tht the granting of the federal structure requires the amendment of the constitution ,for which a two thirds majority of the parliament followed by approval of the people at a referendum is necessary. Since the UNP and the PA are for a united Sri Lanka, it looks likely that the parliamentary approval would be obtained. Moreover they are ready to bribe our MPP and already the moves are affot. Dozens of MPP from the PA have gone on foreign travel sponsored by the Govt and NGOs and they have returned and spoken publicly, approving the federal framework. Leading Buddhist monks who were in the vanguard of the nationalist movement also went on such pleasure trips and are now toeing the govt line. They have blessed the LTTE and therefore by implication all atrocities commited by them including the attack on the Dalanda Maligawa,Sri Maha Bhodiya and the massacres of Buddhist monks and civilians.

Therefore our last hope would be the ordinary Sinhalese people of this country who should be mobilised effectively to defeat the govt at the referendum.The weakness of the SU in the past has been its failure to win the support of the rural folk and this has to be addressed immediately. It is not difficult to marshall their support if we have sufficient funds to embark on this venture.It is here that I make this impassioned appeal to you to help SU with funds generously.There are many youths including from the universities who are willing to work assiduously to accomplish this objective by living with villagers and talking to them. But they have to be given some money for travelling and for their meals. Since this is going to be the last-ditch struggle of the Sinhalese nation for its survival and freedom,please treat this as an absolutely urgent issue. Please find us a good number of Sinhalese patriots who would sponser these youths by paying them Rs 5000 per mensum to cover their bare expenses.We will undertake to inform each sponsor of the name of the activist and to send a monthly report of the work undertaken by each such activist.I also appeal to you to send us some old cloths,toys books and such articles to be distributed amongst povery stricken Sinhalese villagers.I will take personal responsibility to ensure that the funds donated are strictly and effectively.
