Cash offer to lure underworld to disarm

"The government has decided on a payment scheme for owners of unlicensed firearms who hand over their firearms to the Government during the amnesty period already declared from October 1, 2004 to November 30, 2004, "a release from the Ministry of Public Security, Law and Order, said on Wednesday."

"The amounts to be paid for each type of firearm has been notified to all District Secretaries, Divisional Secretaries, the IGP, Divisional DIGs, SSPs and Officers in Charge of all Police Stations by the Secretary to the Ministry of Public Security, Law and Order Mr. Tilak Ranaviraja."

"According to the circular sent by Mr. Ranaviraja payments will be made on following basis.

"T-56 Machine Gun (LMG) - Rs. 50,000/-, T-56 rifle and sub machine gun - Rs. 50,000/-, 303 rifle or similar gun - Rs. 20,000/-, Automatic cartridge gun - Rs. 25,000/-, Repeater Gun - Rs. 20,000/-, Double barrel gun - Rs. 15,000/-, Single barrel gun - Rs. 10,000/-, Pistol - Rs. 15,000/-, Revolver - Rs. 15,000/-, Any type of hand bomb - Rs. 5000/- each and Rs. 50 for each item of ammunition."

"While those desirous of obtaining permanent licences to their unlicensed firearms will be given the opportunity. Others will be given the opportunity of obtaining a payment for the firearm depending on the type of firearm.

A temporary licence valid for two months will be given to those who are desirous of obtaining a permanent licence, according to the directive issued by Mr. Ranaviraja."

"No legal action whatsoever will be taken against any person who surrenders their firearms during this amnesty period. Such firearms could be handed over to Divisional Secretariats or District Secretariats of the Police Stations."

"The Secretary of the Ministry has appealed to the public to co-operate to make use of this amnesty, as it was found that many unlicensed arms are used for criminal activities."
