The Pakistan Cricket Board has confirmed their West Indies counterparts have turned down an invitation to play a one-day series in the summer.
After Australia's decision to pull out of a tour of the country because of security concerns, the PCB have been trying to arrange extra matches in a bid to boost their 2008 fixture list.
India and Sri Lanka have already turned down the chance to play in Pakistan, and the PCB have now been informed by the West Indies Cricket Board (WICB) they can not undertake a tour in August either due to prior engagements.
"Yes, the West Indies board has informed us that since they are already committed to playing some games in Canada in August, they can't accept our invitation," Shafqat Nagmi, PCB's chief operating officer, told the Pakistani daily The News.
The PCB had invited West Indies to play a three-match one day international series in August to give their team some practice before the Champions Trophy, which will be held in Pakistan in September.
