Focus on Acting SG

UNP Kandy District member Lakshman Kiriella raised the issue of the appointment of acting Secretary General of Parliament yesterday (6) and the Speaker W. J. M. Lokubandara queried whether he was raising a privilege issue.

Kiriella: No I am raising a point of order.

Speaker: Under what Standing Order are you raising the question? I have looked into this question and read all the records. There was a precedent of Priyani Wijesekara being given extension as acting Secretary General of Parliament on 11 occasions.

Kiriella: You said on an earlier occasion that the present acting appointment was only for 14 days and the question has not been resolved.

Opposition Leader: Ranil Wickremesinghe: Hon Speaker there is no option available to appoint one person for two posts and the earlier appointment was made with the approval of the Constitutional Council and it was corrected later by former President Kumaratunga.

Winding up the debate Leader of the House Nimal Siripala de Silva said the government not only liberated the Eastern Province but also made it possible for all parties to engage in political activities there. Even the Leader of the Opposition was able to visit the province and address meetings because the democratic atmosphere had been created by the Mahinda Rajapaksa Government with the victories achieved by the armed forces.
