Ills of the CEB

The letter of "Shareholder" which appeared in The Island of June 25 on "CEB needs top administrator" is interesting.  However, he appears to think that large organisations need financially-oriented administrators at the top, meaning accounting professionals. What is required is experienced managers with skills in several fields. Engineers may make better managers provided they have all round experience in different sectors of an organisation, specially in a highly technical environment. The "Shareholder" has to look only at India where large conglomerates are headed by engineers. Tata, Birla and Reliance Industries are a few.

The ills of the CEB cannot be taken in isolation, but is a reflection of the lack of a cohesive policy on public utilities. All government departments and corporations have become employment providers for every government. Having smaller units rather than a massive monolithic organisation may certainly help the CEB.

Incidentally, all government servants who go on strike or threaten to strike irrespective of their professions, hurt the shareholders.
