The Speaker W. J. M. Lokubandara announced in Parliament yesterday that the Supreme Court had ruled that clause 2 (1) and Clause 6 (1) of the Appropriation Bill presented to Parliament were inconsistent with the Constitution and would have to be passed with a two thirds majority in the House.
