First responsibility lies with the Central Bank which has the power and authority to check and regulate the business of financial institutions. Then the newspapers whose responsibility is to the readers, have a moral duty to check on the genuineness of an advertiser specially when they offer fantastic interest rates.

Does it end there? Certainly not. What is the responsibility of the depositors themselves? Is there a lapse on their part? Did they check whether such a high rate of interest was possible under the circumstances? Why did they not rely on commercial banks to invest their money? Was this honest and hard earned money? Did they intend to evade payment of tax either on earnings or on interest?

Finally, weren’t they too anxious to make quick and easy money?

The answers to these questions will find the extent to which each depositor is innocent, ignorant or guilty.
