

The centre was constructed by the Vocational Training Authority of Sri Lanka with the assistance of the USAID.
A sum of Rs. 100 million had been spent for this training centre, constructed under the guidance of Minister of Vocational and Technical Training Piyasena Gamage. Seven training courses including domestic electrical and electronic instrument repair, construction, plumbing, Motor Cycle repairs and information technology are expected to be conducted at this institute.
The Chief Minister said the training centre was an investment for the future of the Eastern province. "If the teachers discharge their responsibility properly we could produce skilled personnel in the technical field from the East. The students who follow the training here would be recruited to the government sector. It opened avenues for foreign employment too." The training centre was a very important institution for the people of the Kalawanchikudi and he appealed to them to protect the centre for the sake of future generation.
Chandrakanthan thanked the US government and the people of the USA for their help and concern about the children in his area. He thanked President Mahinda Rajapaksa and his government for paving the way to make the project a reality. "I am very happy today" he said.
"The people in our area have not seen development for more than 30 years. I invite the other nations of the world too to come to the help the people of this area by opening more opportunities for the youth to find employment," he said.
"Certain violent incidents are occurring in the East. My ambition is to usher an era of peace for the province. The security forces do their best to achieve this. We are ready to give a helping hand to do that. Do not attach any importance to such incidents and exaggerate them to bring fear and uncertainty to the people.
"The East is developing rapidly with the inauguration of several important projects by government. But the people from South fear to come here. No need to fear. I invite them to visit us, I dedicate myself to peace,", he said.
Ambassador for USA in Sri Lanka Robert O Blake, said the Americans appreciated peace in the world. Similarly they expected to see a peaceful Sri Lanka in the future. "We remember the Tsunami tragedy. The loss this area experienced was heavy".
"That is why we have come to help you. We believe that the development of human resources is more productive, therefore we have taken steps to construct 10 vocational training centres. Five of them are in the Southern Province, and the other five in the Eastern Province. Today we are opening the first centre in the Eastern province.
"The early situation in the East was not very good. It is essential to show the children the situation in the East in the past during their parents’ era. I wish to see the children of the East with a prosperous future benefiting from this centre. The Americans are awaiting for that" the ambassador said.
"America will help develop the human resource in future too. We believe that the strength needed for that purpose is there in the Chief Minister of the East" he said.
Mr. Tilak Hapangama, Secretary to the Ministry of Vocational & Technical Training, Major General Tilak Ponnamperuma, Chairman Sri Lanka Vocational Training Authority. Vinod Raj, District Secretary Batticaloa, Mr. Sinnathambi, the former Divisional Secretary to Ottuwavadu also spoke.
