At Moratuwa MC
On the 21st of January 2009, I went to the Moratuwa MC to pay the  assessment tax. Every year I make this "pilgrimage’’ in January to gain the 10% rebate.When paid for the full year it  becomes a tidy sum in these difficult times. Like me, there were scores of civic conscious townsfolk dutifully waiting to pay, not to receive  money!

I had to stand in the Queue for one hour untill  it was  my chance to approach the counter to veryfy the payment Then a further 15 minutes  at another  counter to pay money  at the cashier. Whenever a customer comes with arrears payments,  there is no backup arrangements and all the regular payments have to be put on hold untill that customer is cleared.

It is a well known fact that during Junuary there is a rush to make payments. So why cannot the people in authority open additional counters to cater to this need. They are well aware that the collection during this month will surely warrant additional staff to be deployed. After all, compare the vast amount of money collected  with a day’s wages of a  few  additional clerical hands.  

I work in a private company in Colombo, where I already pay a handsome amount to the  State coffers by way of PAYE Tax.  Due to the delays at Moratuwa MC that day, all my plans to go to work half day were  ruined and a  good number of my own customers were deprived of the services they would have got from my being in the office.  When will they ever learn ?
