The Foreign Ministry said that Sri Lanka and Paraguay had established diplomatic relations at ambassadorial level. A senior FM spokesman told The Island that a joint communique to this effect was signed on April 3 by the Permanent Representatives of Sri Lanka and Paraguay to the United Nations in New York.
