

While services are being drafted in to the South Asia Free Trade Agreement, a draft on investment liberalization has been finalized.
"The agreement to liberalize investments is ready to be signed however there are few details that need to be worked out," Dr. Das said.
Critics of a South Asian trade bloc say the incompatible nature of exports in the region would prevent a meaningful trade from taking place.
"We should have liberalized the flow of investments a long time ago given the incompatible nature of exports. This is what ASAEN was able to do which we have not done," Dr. Kelegama said.
Dr. Kelegama was critical of SAARC for expanding its membership before consolidating its position.
"The entrance of Afghanistan means that the negotiation process will become more complicated. And there is a possibility that Myanmar could join SAARC as well," he said.
