The 13th Amendment to the Constitution was not practicable, outgoing Chief Justice Sarath Nanda Silva told the media at the Ministry of Justice yesterday.
At his last official press briefing, he described that Amendment as ill-conceived and hurriedly pieced together by picking bits and pieces of the Indian Constitution in keeping with the Indo-Lanka Accord.
Since India was a large country, devolution of power was essential for her but it was not so for a small country like Sri Lanka, the Chief Justice said adding that devolution of police and land powers was not at all suitable for Sri Lanka.
The Chief Justice said he had served for over 20 years in the higher Courts. Before that, he had been in the public service for nearly 20 years.
