Section-by-section drafting of ‘final APRC document’
– Prof. Vitarana

The All Party Representatives Committee (APRC), convened to work out a political solution to the ethnic conflict is in the process of drafting the ‘final document’ of its deliberations, section-by-section, having reached ‘consensus on all political issues’but a specific date cannot be pinpointed as to when the final document could be brought out, APRC chairman and Minister of Science and Technology Prof. Tissa Vitarana told this newspaper yesterday.

While the final proposals would uphold the ‘unitary state’ principle, they would not be ‘based on the 13th amendment’, although the 13th amendment provisions too have been taken into consideration in working out the final proposals, Prof. Vitarana pointed out. He clarified that the APRC deliberations were ‘an independent process’aimed at working out what the parties to the APRC consider the most appropriate solution to the conflict and were not in any way ‘based on the 13th Amendment’.

The UNP too would be called on to join the APRC and requested to put forward their input on the final proposals once they are finalized, the chairman explained. Likewise, an invitation would be extended to parties such as the TNA, which have hitherto not been party to the APRC, although they are in Parliament, to join the deliberations, once the final proposals take shape.
