

Hemachandra, a marine engineer by profession is the former Technical Manager of the Ceylon Shipping Corporation (CSC). Hemachandra, a product of the Colombo Port Commission (CPC), first joined CSC in 1973 as a junior engineer of M/S Lanka Devi.
Hemachandra has conducted 5 such regional training programs for the officials of various Maritime Administrations on Member State Auditing and has trained about 80 auditors worldwide. In addition, he has so far trained about 50 officials overseas on Flag State Implementation. He has carried out several need assessments on Maritime Education & Training and Maritime Administrations for the IMO.
He has conducted Member State Audits of 6 countries including the United State of America to ascertain whether these countries are in compliance with the International Maritime Conventions and Treaties applicable.
Hemachandra is one the most experienced professionals on auditing of Maritime Administrations working with the IMO on regular basis. He is a member of the panel of Competent Persons for IMO evaluating information on Maritime education provided by various countries.
He is scheduled to conduct a member State auditor training program in South Africa and to lead an audit of a major shipping nation under the Flag State audit programe on be half IMO.
During his carrier, Hemachandra had been assisting the Director of Merchant Shipping in conducting examinations for the marine engineers in Sri Lanka. He was trained to conduct examinations through a fellowship of IMO and undertaken various other training under IMO sponsorship.
