Action taken to amend service minutes, recruiting
procedures of 2,700 services – Dr. Amunugama
Public Administration and Home Affairs Minister Dr. Sarath Amunugama, yesterday told Parliament that over 4,500 vacancies exist in the public sector.

At the moment, these vacancies were temporarily filled by persons appointed on acting basis, he said.

Answering a question raised by JVP MP Anura Kumara Dissanayake, Minister Dr. Amunugama said that action had been taken to amend service minutes and recruiting procedures of around 2,700 services in the public sector. Salary revision and amending the existing promotion schemes would be done in accordance with the provisions of the 6/2006 circular. Special workshops to train officials to carry out these duties and meetings with the National Salaries and Cadre Commission were held for this purpose, he said.

The service minutes of the Sri Lanka Administrative Services had been amended in 2005, to enable Grade III officers with six years service records and experience to be eligible for promotion to Grade II.

After service of seven (7) more months, the same officers could be eligible for promotion as Grade I officers.

The services that come under the Sri Lanka Administration Service, such as Engineering service, Executive service, and Architecture service have agreed to these amendments. The services coming under the purview of other ministries were yet to notify the Public Administration and Home Affairs Ministry of their positions. Since the Public Service Commission was not functioning at the moment, the Cabinet and Ministry Secretaries have been given powers to decide on the promotion of Grade I officers to the Supra Grade, he concluded.
