The military said that the LTTE had received expertise of Ukrainian specialists to strengthen the Sea Tigers, particularly in underwater fighting skills. Well informed sources told The Sunday Island that foreign specialists had shared their experience with elite LTTE cadres shortly after the signing of the CFA brokered by Norway in February, 2002. The Ukrainian group had visited the Vanni during the 2002-2003 period, sources said adding Kumaran Padmanathan aka ‘KP’ was widely believed to be involved in arranging the programme.
