Speaker orders probe into fracas, threatens action against culprits

Speaker Karu Jayasuriya said yesterday that he had assigned Deputy Speaker Thilanga Sumathipala and Deputy Chairman of Committees Selvam Adaikalanathan to hold an investigation into the yesterday’s fracas in Parliament and submit a report immediately.

Addressing the House soon after it had been summoned following a free-for-all over the reduction of security provided to former President Mahinda Rajapaksa, the Speaker condemned the conduct of MPs.

"When this ugly scene took place there were a large number of people including schoolchildren in the public gallery. This incident has tarnished the image of Parliament.

"I have received reports that one MP has been hospitalised and several others were injured in this incident."

Speaker Jayasuriya said Prime Minister Ranil Wickremesinghe had responded to a question raised by MEP Leader Dinesh Gunawardena with regard to the security of former President Mahinda Rajapaksa. The Prime Minister invited Field Marshal Minister Sarath Fonseka, knowledgable of security matters, to further explain the matter.

"While Field Marshal Minister Fonseka was speaking, a group of MPs entered the well of the House causing pandemonium. This is an unfortunate incident and I condemn what took place.

"Thereafter, I suspended the sittings and convened a meeting of the Working Committee of Parliamentary Affairs and discussed the incident. All members of the committee unanimously condemned the incident.

"I instructed Deputy Speaker and Deputy Chairman of Committees to investigate the incident and submit a report immediately. Upon the receipt of that report I will take action against the MPs responsible for the incident.

"As you all know I have taken an initiative to introduce a Code of Conduct for the MPs and informed you of that initiative during the last parliament session."
