Bahu: CA Sub Committee proposes devolution of land, police powers

Leader of the Nava Sama Samaja Party ( NSSP) Dr.Vickremabahu Karunaratne says the Sub Committee on Devolution of the Constitutional Assembly has proposed that land and police powers be devolved to provinces.


Dr. Karunaratne, who was one of the speakers at a press conference held by left parties including the faction referred to as "Majority Group of the Lanka Sama Samaja Party" headed by Dr. Jayampathi Wickremeratne, at Rajagiriya on Tuesday, told The Island that they were happy with the decision of the Sub Committee on Devolution of the Constitutional Assembly to propose that the 13th Amendment to the Constitution, which provides for devolution of land and police powers to the provinces, be implemented.


"It’s a step in the right direction along with the Bill of Rights that has been proposed. If these provisions are approved by both the Constituent Assembly and people at a referendum, we could look to the future with hope,"Vickramabahu noted, adding that he would also call for equality, autonomy and the Tamils right to self determination.


Asked if the Bill of Rights also provided for a person who did not have a house to demand a place to live in, he replied," Yes, it is part of the Bill and there is much more to it."


Dr. Karunaratne said he was happy to note that The Island was willing to publish the exact position with regard to the devolution proposals without splitting hairs over terminology and talking about issues which were secondary out of a fear of being criticised.
